The Charter of the House of Shinzon
as Amended

1 ESTABLISHMENT

1.1.1 Per agreement between the Realm of Lothlorien and the Kingdom of Rivendell, the House of Shinzon shall be established as an interrealm unit based on the roleplay theme established by Shinzon Koroth of the Kingdom of Rivendell. The unit is confirmed by Andin Greystorm of Rivendell, Lyradill Aristata of Lothlorien, and Shinzon Koroth of Rivendell who were in accord and full agreement at the Rivendell Spring Feast, May 12, 2007.
1.1.2 The House of Shinzon is subject first to applicable Federal, State and Local laws, second to the rules of Dagorhir Battle Games, third to the rules of any Realm in which it operates, and fourth to the articles of this Charter.

1.2 The House of Shinzon shall be charged with promotion and continuation of roleplay and scenario battles throughout the Realms of Daghorhir.

1.3 The Kingdom of Rivendell shall forever be acknowledged as the "Honored Realm of the House" as it was the first Realm to host the Unit.

 

2 OFFICIAL STANDARD, COLORS AND REFERENCE

2.1.1 The official standard (ie, logo, emblem) and the battle standard (ie, logo, emblem) of the House of Shinzon shall be as indicated, following:

2.1.2 The official standard colors may not be altered.
2.1.3 The battled standard colors may be altered to reflect the colors of the Realm in which the unit is operating. White markings on a black field is the original designation, and therefore used by the Home Realm of Rivendell.

2.2 The official colors of the House of Shinzon are blue (RGB value #0000cd) and orange (RGB value #ff8c00).

2.3 The House of Shinzon may herein and in practice alternately be referred to as "(The) House", "House Shinzon" or "(The) Unit" .

 

3 ALTERATIONS TO THE CHARTER

3.1.1 Proposed changes to the Charter must be submitted in writing to the House Master or other appointed authority.
3.1.2 The revision will be reviewed during the next called session of members.
3.1.3 No less than 75% of active members in good standing must be present for a quorum to exist (ie, any action to be taken)
3.1.4 A vote of no less than 51% is required to ratify any proposal.
3.1.5 The assembled may opt to revise the proposition before taking vote.

3.2 If less than 75% of active Realm Masters are present at an assembly, then a special assembly of the Realm Masters may overturn any alteration approved by said assembly.

 

4 OFFICERS AND COMMITTEES

4.1.1 Officers are defined as those who are appointed to an official billet of duty and are subject to the duties of title and the demands of an assembly.
4.1.2 Committees are a standing assembly charged with a defined task for a specified period of time.

4.2.1 The following officer billets are herein established:
4.2.2 Unit Secretary
4.2.2.1 Appointed by the House Master to oversee Realm Secretaries, keep logs of Unit assemblies, keep record of Unit attendance, and other duties as delegated.
4.2.3 Realm Secretary
4.2.3.1 Appointed by a Realm Master to keep logs of Realm assemblies, keep records of Realm attendance, and other duties as delegated.
4.2.4 Unit Treasurer
4.2.4.1 Appointed by the House Master to oversee Realm Treasurers, document and publish any financial transactions of the Unit, allocate funds for procurement of items needed by the Unit, and other duties as delegated.
4.2.5 Realm Treasurer
4.2.5.1 Appointed by a Realm Master to document and publish any financial transactions of the Realm, allocate funds for procurement of items needed by the Realm, and other duties as delegated.
4.2.6 Quartermaster
4.2.6.1 Appointed by the House Master to keep accurate records of materials and completed goods under Unit control, to document and publish public sources for resources, and other duties as delegated.
4.2.7 House Master
4.2.7.1 Appointed or impeached by unanimous vote of the Realm Masters;
4.2.7.2 Is charged with leading the Unit in good faith according the the Rules of Dagorhir and the Charter of the Unit both politically before the people and strategically on the field;
4.2.7.3 Chairs assemblies, the Tribunal and other committees;
4.2.7.4 Appoints Realm Masters and Unit Officers;
4.2.7.5 Confirms member promotions;
4.2.7.6 Has the authority to declare martial law over the Unit, suspending the articles of the Charter, for a defined period of time.

4.3 The following standing committees are herein created:
4.3.1 Tribunal
4.3.1.1 Shall consist of the House Master (or highest ranking member in good standing), and two other members of good standing.
4.3.1.2 Shall be charged with hearing grievences within the Unit and making dispositions accordingly.
4.3.1.3 The Tribunal shall have the authority to issue dispositions up to and including dismissal from the Unit.
4.3.2 Archival Committee
4.3.2.1 The Archival Committee shall be comprised of volunteers who will document Unit functions by photograph, video, etc for use by the Unit.

 

5 ETIQUETTE AND FIELD PERFORMANCE

5.1.1 In everything a person will do throughout the course of their life, they will encounter certain situations where established acceptable social protocols must be observed. Dagorhir is no different. Let it be said herein and officially, that members of House Shinzon will be expected to uphold a certain social etiquette while participating in Dagorhir related events regardless if their affiliation with the Realm or Unit is known.
5.1.2 Federal and local laws and Dagorhir rules concerning alcohol and drug use will be strictly observed.
5.1.3 Each person will conduct himself in a manner that does not cause intentional embarassment or create a bad image for the Realm or Unit.
5.1.4.1 Another's person, meaning their body as well as their mental and emotional states, will be regarded with respect. Any action that may be considered by Federal guidelines as harassment of any form will not be tolerated and will be grounds for immediate dismissal from the Unit by the Tribunal.
5.1.4.2 In respect to physical harassment, a gray area does present itself when engaged in traditional Dagorhir combat. Contact with another person's body with weapons, or on occassion, one's own body, is unavoidable in order participate in the sport. However, if another fighter feels they have been targeted other than to satisfy a roleplay purpose, then that action will be regarded as a type of harassment to be addressed immediately.

5.2.1 To ensure consistent and proper application of the Rules of Dagorhir as they apply to field combat, the House shall enforce upon its Members and allies-at-arms:
5.2.2.1 At any time a fighter comes under scrutiny for not taking hits, improperly calling armor zones, throwing bad or dangerous shots, or any other action that is contrary to the rules of combat:
5.2.2.2 the fighter will be required to immediately undergo a personalized (ie, one-on-one) refresher with the senior combatant present;
5.2.2.3 the fighter will be granted one refresher per day event, but not to total more than three per month.
5.2.3 If a fighter exceeds three refreshers within one month, or it is deemed by the House Master or Realm Master that the fighter is performing inadequately, then the fighter will be presented for retraining to the Realm Trainer and/or retrained within the Unit.
5.2.4 If a fighter has been found to perform inadequately on a consistent basis, these circumstances can be used for grounds of immediate dismissal.

 

6 MEMBERSHIP, REALM DIVISIONS, AND RANKS OF COMBATANTS AND NON-COMBATANTS

6.1 To be considered a member of good standing within the Unit, a person must:
6.1.1 Pay dues as exacted by the individual Realm the person will pledge loyalty in;
6.1.2 If required by the Unit, pay dues to the Unit as exacted by amendment to this Charter;
6.1.3 Maintain a particpation percentage above 66% (2/3 of regular events and meetings);
6.1.4 Adhere to the Rules of Dagorhir Battle Games, the Realm in which loyalty will be pledged, and the Charter of this Unit

6.2 Members are required to provide the theatrics of battle. Members of this Unit are expected to have the most realistic and dramatic deaths, they are to act like drunken dwarves or noble elves, they are to be backstabbing theives. This unit adds spirit to an otherwise routine battle, regardless of battle type.

6.3 The members of the Unit are to be divided according to their Realms (ie, where they participate in Dagorhir regularly).
6.3.1 Each Realm will be led by a Realm Master.
6.3.2 Realm Masters act in the House Master's stead, conducting their division of the Unit as the Unit itself

6.4 Each Realm division of the Unit will be further divided into Combatants (aka "Fighters") and Non-Combatants (aka "Auxiliary")

6.5 The Ranks and requirements thereof for Combatants within the Unit shall be as follows:

6.5.1 House Master
6.5.1.1 Must attend a minimum of two inter-realm events annually;
6.5.1.2 Must meet requirements of Realm Master.

6.5.2 Realm Master
6.5.2.1 Appointed by the House Master;
6.5.2.2 Two years of Dagorhir membership and one year of Unit membership;
6.5.2.3 Must attend a minimum of one inter-realm event annually;
6.5.2.4 Must attend a minimum of 75% of home events annually;
6.5.2.5 Must certify as a weapons checker and combat trainer in his/her home realm;
6.5.2.6 Must meet the requirements of Realmsman.

6.5.3 Realmsman
6.5.3.1 One year of Dagorhir membership and six months of Unit membership;
6.5.3.2 Herald a minimum of five roleplay battles annually;
6.5.3.3 Must attend a minimum of 66% of home events annually;
6.5.3.4 Must demonstrate proficient weapons use;
6.5.3.5 Must proficiently perform as a developed character (roleplay);
6.5.3.6 Must meet the requirements of Kinsman.

6.5.4 Kinsman
6.5.4.1 Six months of Dagorhir membership and three months of Unit membership;
6.5.4.2 Herald a minimum of two roleplay battles annually;
6.5.4.3 Must attend a minimum of 66% of home events annually;
6.5.4.4 Must demostrate improved weapons use;
6.5.4.5 Must have and utilize as appropriate for character garb (costume), armor, weapons, and other gear necessary for Dagorhir;
6.5.4.6 Must meet the requirements of Fellow.

6.5.5 Fellow
6.5.5.1 Paid dues as required by the Realm and the Unit;
6.5.5.2 Must have and utilize at minimum basic garb ;
6.5.5.3 Must attend a minimum of 50% of home events annually;
6.5.5.4 Must display the standard and/or colors of the Unit ;
6.5.5.5 Must have basic character (roleplay) development;
6.5.5.6 Must meet the requirements of Petitioner.

6.5.6 Petitioner
6.5.6.1 Must pledge loyalty to the Unit;
6.5.6.2 Must meet any obligations set forth by the House Master and/or Realm Master.
6.5.6.3 Must attend a minimum of three events in which the Unit makes a presence.

6.6 The Ranks and requirements thereof for Non-combatants within the Unit shall be as follows:

6.6.1 Keeper
6.6.1.1 Appointed by the Realm Master to oversee the Non-Combatants;
6.6.1.2 Responsible for organizing support efforts for the good of the Unit and/or Realm;
6.6.1.3 Must meet the requirements of Watcher.

6.6.2 Watcher
6.6.2.1 Must attend at least 66% of home events annually;
6.6.2.2 Must have paid dues as required by the Realm and the Unit;
6.6.2.3 Must participate in support efforts for the good of the Unit and/or Realm;
6.6.2.4 Must meet the requirements of Petitioner.

6.7 The hierarchical relationship between Combatants and Non-Combatants shall be:

6.8 Each combat rank shall be represented by a distinctive insignia, as follows.

7 VOTING RIGHTS

7.1 Any member of the Unit who is in good standing according the the Rules of Dagorhir and the Charter of the Unit is entitled to an equal vote on any issue so long as that member is present during a call for vote.

7.2 Petitioners are not entitled to a vote on any issue, but are allowed to participate in discussions and debates.

7.3 The House Master will break a tie vote, and vote as required in the functioning of the Tribunal.

 

8 TREATIES AND ALLIANCES

8.1 Treaties and alliances may be proposed by Realm Masters, but only become official if endorsed by the House Master.

8.2 Alliances may be formed within a Realm or between Realms insomuch as the ability of the Unit to function according to this Charter is not compromised.

8.3 Treaties or alliances may be broken by the House Master or by majority vote of a special assembly where a quorum has been reached.

 

9 UNIT DUES

9.1.1 Each verified member is expected to pay in full to the Treasurer $5.00 (USD) by the 2nd Sunday of each month that the Unit is active.
9.1.2 Failure to fullfil financial obligations to the Unit will cause a member to be put on a suspended status, ie that member will not be allowed to participate in extracirricular activites or events in which Unit funds are utilized.

9.2 Dues are to be collected by the Treasurer and deposited into the Unit funds in a timely manner.

9.3.1 Any dues paid are non-refundable at any time.
9.3.2 Any dues paid are distinctly seperate from any Realm membership or Realm event dues and cannot be credited one towards the other.
